SINGAPORE - Asia Pulp and Paper (APP), one of the Indonesian companies blamed for the record-breaking haze that affected the Republic in 2015, has not provided enough information to Singapore authorities investigating the fires.

Under the Transboundary Haze Pollution Act - enacted to punish those responsible for causing or condoning fires if burning results in unhealthy levels of haze in Singapore - the National Environment Agency (NEA) had in September 2015 asked APP to submit more information on four of its suppliers.

They are: PT Bumi Andalas Permai, PT Bumi Mekar Hijau, PT Sebangun Bumi Andalas Woods Industries and PT Rimba Hutani Mas.

"The information provided by APP to date has been limited and more information is still being sought from them for NEA's investigations into these four companies," said a NEA spokesman in a statement on Thursday (March 2).

The four APP suppliers were also served Preventive Measures Notices by NEA under Section 9 of the Act, along with two other companies. The NEA had identified fires on concession lands associated with the six Indonesian companies.

NEA said the two other companies, PT Bumi Sriwijaya Sentosa and PT Wachyuni Mandira, have responded to the notices, saying they were no longer associated with the affected lands before the fires occurred in 2015.

"Following NEA's further investigation based on the information provided, NEA accepted these explanations and closed these two cases," said NEA.

However, the four APP suppliers have not responded to NEA's letters despite repeated reminders, said the NEA spokesman.

A director of one of these companies had been served with a Transboundary Haze Pollution Act Notice was to be interviewed by NEA when he was in Singapore. However, he failed to turn up for the interview.

The NEA has since obtained a court warrant to secure his attendance when he next enters Singapore. This means that if the director enters Singapore, he may be detained by NEA for investigations.

NUS researchers create liquid that helps block PM2.5 particles

NUS researchers create liquid that helps block PM2.5 particles

Published: 4:00 AM, March 21, 2017

SINGAPORE — Researchers at the National University of Singapore have come up with an eco-friendly and cost-effective solution to keep out most of the harmful PM2.5 particles found in haze.

By modifying phthalocyanine, a chemical compound commonly used in dyes for clothes, they created a nanofibre liquid solution that can be applied to non-woven mesh to become thin, see-through air filters that block out up to 90 per cent of PM2.5 particles.

During testing, researchers also found that this filter allowed air flow two-and-a-half times better than that of N95 masks available in the market. It also improves natural lighting and visibility while blocking harmful ultraviolet (UV) rays.

Assistant Professor Tan Swee Ching, who heads the research team, said high-efficiency air filters were often not suitable to be incorporated in doors and windows as they required multiple layers of microfibres or nanofibres, thus limiting their transparency.

“The see-through air filter developed using our approach has promising applications in terms of improving indoor air quality and could be especially useful for countries experiencing haze or high pollution levels,” he said.

High PSI level raises risk of cardiac arrest

Abigail Ng, The Straits Times

Apr 06, 2017 06:00 am

When haze is blown into the country, a strong burning smell is not the only thing Singaporeans should be concerned about.

Poorer air quality is linked to an increased risk of cardiac arrest occurring outside of hospitals, according to a nationwide study led by the Singapore General Hospital (SGH).

Comparing data for all reported cases of out-of-hospital cardiac arrest (OHCA) between 2010 and 2015 with air quality, researchers found that the short to intermediate term risk of OHCA increased by up to 30 per cent when the Pollutant Standards Index (PSI) level rose into the unhealthy range of above 100.

There were more than 8,500 such cardiac arrests in the period studied.

The most vulnerable people were men above the age of 65.

The mean age of those who suffered cardiac arrest was 66, while 65 per cent were male.

The study also found that every 30-point increase in PSI levels was associated with additional risk of 5 per cent to 19 per cent, on top of risks associated with other factors such as age and physical health.

The first local study to show the impact of trans-boundary haze on mortality will be presented at the SGH Annual Scientific Meeting tomorrow.

We all know the prolong exposure to haze will have adverse health effects to the citizens . Every year Singaporeans and those residing and working in Singapore are exposed to the haze . Has the Singapore government done enough to solve the problem ? You can bet the haze will be back this year again .

No haze for Singapore this year from Sumatran fires: Indonesian official

By Siau Ming En

Published: 3:00 PM, April 6, 2017

Updated: 3:08 PM, April 6, 2017

SINGAPORE – Despite forecasts of a hotter and longer dry season this year, the Indonesian Governor of the South Sumatra Province Alex Noerdin has pledged that the Singapore and the region will not experience haze caused by the forest fires in South Sumatra this year.

Speaking at a panel discussion at the annual Singapore Dialogue on Sustainable World Resources organised by the Singapore Institute of International Affairs on Thursday (April 6), Mr Noerdin said: “This year is more dangerous than 2015 because the dry season is longer and (quite) hot compared with 2015. But I guarantee there is no fire, there is no haze.”

The improvement is due to efforts made at the provincial level, he added.

Transboundary haze is a long-standing problem in the South-east Asian region, largely caused by the drainage of carbon-rich peatland as well as companies and farmers in Indonesia using fire to clear land.

In 2015, Singapore experienced its worst bout of haze, where Pollutant Standards Index had hit hazardous levels.

But last year, the Republic’s skies were largely clear of the haze partly due to the wetter weather. There were also just over a hundred hotspots compared to the thousands in 2015.

Speaking to the media separately after the panel discussion, Mr Noerdin said when forest fires were ravaging in 2015, at least five countries – including Singapore – stepped in to help extinguish these peatland fires.

Since then, his team has been making preparations and efforts to prevent such fires. This includes canal-blocking, which will raise water levels to sustain the water composition in the dry peat soil and prevent it from burning easily.

The provincial officials have also started to train villagers, giving them the necessary equipment to extinguish and prevent fires.

In his keynote address on Thursday morning, Minister for the Environment and Water Resources Masagos Zulkifli also acknowledged Mr Noerdin’s pledge to prevent forest fires in the South Sumatra province.

Hazy conditions return as 24-hour PSI readings edge towards unhealthy region

Published: 7:40 AM, April 21, 2017

Updated: 8:07 AM, April 21, 2017

SINGAPORE — Residents in southern and eastern Singapore woke up to the unwelcome sight of hazy skies, as the 24-hour Pollutant Standards Index (PSI) readings edged towards to the unhealthy region on Friday (April 21) morning.

According to the National Environment Agency (NEA), the overall 24-hour PSI readings for Singapore at 7am was between 62 and 93. The southern and eastern parts of Singapore registered the highest readings, at 93 and and 87 respectively.

The 24-hour PSI readings have been steadily climbing in the last 12 hours, from between 60 to 84 at 8pm on Thursday to the current level. The current 24-hour PSI readings are within the moderate range.

The air quality is considered to be in the unhealthy range when the 24-hour PSI readings are above 101, according to the NEA.
