He's cheating on multiple platforms e.g. locanto. You need not necessarily tell the police its from sbf and involves orgy.

You can frame it as a yacht event which you paid to attend( like a tour package). Then show the police the msg and proof of your transfer.

He was supposed to make the yacht event happen and didn't do so, ran off with the money. This is already a scam.

Police should be able to find him easily with the photo provided. Did the police mention on the follow-up action to be taken?

Ya if possible try COD. My first thought was to give him benefit of doubt as organising a yacht event is quite expensive and the company would require deposit.
