Genetics & diet play a lot part in it.

Historically speaking Singaporeans were hardworking lower income workers (a port town/industrial town). So if your great great great grandparents were malnourished and mated with people of the same genetic built. Then you would get skinny people genes all the time. Repeat for many generations. It is no secret that the typical built of Singaporean girls from the older generations are somewhat predictable: paper thin body, short nose, squinty eyes, wide jaw.

Only during the recent years of mixing with other races that you started to see some slight improvements.

What I do notice is that the amount of hormones intake (from KFCs/Fast Food etc) from an early age play a lot of role in shaping their body into having more curves. The lesser the fatty food the less likely they would cause permanent change.

It is no surprise that, South East Asian nations that has the tradition of eating pork (the Filipinos) and coconut oil (the Malays) tend to have more curves than the health-conscious Singaporeans, who btw uses public transportation all the time. The daily walking to MRT & Bus Stop is pretty much cardio burning exercise.
