The mistake continued with the same frequency no matter what. In recent years I think it has got even worse.

Don't they teach grammar in schools anymore?

Teaching is one thing, applying the correct grammar in daily life is another. When a mistake is very commonly used, it turns into a trend that everyone follows.
Another annoying common mistake that has become popular is the usage of the word "irregardless". The word doesn't exist, yet so many people use it in place of "regardless".

Okay, enough sidetracking. Back to main topic of whether WLs providing CIM in GL is against the law......
