Thai man spends 3 extra years in Indonesian prison because of a typo in paperwork

A Thai man has been released from an Indonesian prison after spending three extra years behind bars because of a typo in his paperwork.

Kamjai Khong Thavorn, 53, should have been released in 2007 after serving a 20-year sentence for heroin possession but a clerical error wrongly stated his first year in prison as 1997 instead of 1987.

Kamjai was released Thursday after he told Indonesia's justice minister of the mistake during a chance meeting on the minister's tour of the maximum security prison in Central Java, it said.

"We realized the mistake that was made, so he was released unconditionally," the prison's warden, Sutrisman, told the newspaper.

Kamjai has been taken to the Thai Embassy in Jakarta, the warden said.

Thousands of dead fish wash up to the surface of a lake in Indonesia

Fishermen have been left struggling in Indonesia after thousands of fish died near the Citra Lake, leaving scientists and officials baffled by the cause of their dramatic deaths.

Hundreds of tons of dead fish were found floating in waters near Jakarta with torrential rains around the area being blamed for their deaths. The department of fishery have suggested that the heavy rainfall may have caused a sudden rise in the water temperature.

The change in conditions is thought to have been behind the decimation of the fish population in the local water, leaving fishermen and local volunteers forced to clean up the waters in order to ward off further deaths.

A lack of oxygen for the fish may have caused the massacre and experts are taking samples of the dead fish to determine their cause of death.

'In the morning, I found just a few dozen dead fish [floating on the water] but as hours went by, the number grew to hundreds and it created a foul stench,' Bambang, a 47-year-old fisherman at Muara Angke port told.

'It is not unusual that many fish die, like this. But this year, there has been an increase both in the frequency and the volume,' he said.

East Kalimantan thick with prostitution

In conjunction with the government’s efforts to close down all red-light districts in Indonesia, the Social Affairs Ministry has started listing districts targeted for closure and in so doing has revealed that East Kalimantan is the province with the largest number of prostitution areas.

There are around 4,000 sex workers spread across 31 red-light districts in East Kalimantan, according to data from the ministry.

"Previously, it was East Java that had the largest number of prostitution locations. But since they were shut down, now East Kalimantan has the largest number of red-light districts. We will close down all 31 districts," Social Affairs Minister Khofifah Indar Parawansa said in Kutai Kertanegara, East Kalimantan, on Saturday as quoted by Antara News Agency.

Khofifah said the money involved in the prostitution business was big.

Spending on sex workers could reach up to trillions of rupiah, she said. In addition to that, East Kalimantan has a relatively high number of people with HIV/AIDS, reaching 3,063 people. It is health concerns that have pushed the government to close down red-light districts.

Furthermore, the ministry aimed to conduct a peaceful closure process, Khofifah said.

"I am sure the close down will not cause turmoil. It is a dilemma, but we need to do it in order to give sex workers their social status and dignity back," she said.

The ministry has shut down 68 red-light districts throughout the country and aims to close 100 more as part of its goal of having an Indonesia free of red-light districts by 2019.

Surabaya Mayor Tri Rismaharini closed down Dolly, Southeast Asia's largest red-light district, in 2014 after more than 44 years of operation.

Meanwhile, Jakarta Governor Basuki Tjahaja "Ahok" Purnama also aims to close down Kalijodo, the capital's red-light district in North Jakarta, by the end of this month and turn it into a green space.

Kalijodo girls move to nearby red-light districts

Jakarta’s oldest red-light district Kalijodo was deserted days before its scheduled eviction on Monday and neighboring areas have spotted many of its former inhabitants in their red-light districts, while where many others have gone is not yet known.

Some are reported to have returned to their hometowns.

Tangerang regency administration in Banten has found out that some sex workers have moved to Dadap red-light district in Kosambi subdistrict, Tangerang.

Kosambi subdistrict head Bambang Misbahudin said Friday the administration had intercepted 20 sex workers arriving from Kalijodo since the capital’s red-light district was vacated on Thursday. He said the 20 girls were immediately sent to their hometowns.

“We expected the influx of prostitutes from Kalijodo. Therefore, we have combed all bars and cafes in Dadap,” he said.

Bogor administration in West Java has also reportedly braced for an influx of sex workers but there have been no reports of such so far.

Meanwhile, Jakarta Social Affairs Agency head Masrokhan said that the sex workers had not moved to any other red-light districts in Jakarta.

“No, they have not [moved to nearby red-light districts in Jakarta]. We have combed areas considered hotbeds [for prostitution] but we have not found any of them,” he told The Jakarta Post on Friday.

He said, however, that while some of the sex workers had returned to their respective hometowns, others had remained in the capital.

“They just do not dare to come out. We are looking for them as well,” he said. He did not say how many had returned home.

“Local authorities have informed us that some of them returned to their hometowns after the administration’s first eviction notice last Thursday.”

According to local data from Kalijodo, of 1,405 people with jobs connected with the area’s nightlife, 450 were sex workers. The remainder worked as security guards, parking wardens, cleaners, etc.

There 3,052 residents in Kalijodo, located in Pejagalan on the border of North and West Jakarta. Pejagalan village head Maskur said none of the sex workers were local residents but rather came from various areas around the country, such as Bogor and Bandung in West Java, Semarang in Central Java and parts of Lampung.

Jakarta Governor Basuki “Ahok” Tjahaja Purnama has often said that buildings in Kalijodo were illegal because they were built on state land. Some locals begged to differ but the eviction plan went ahead on Monday with the city administration sending a joint force of 6,175 personnel to the already largely deserted place.

The administration has pledged to relocate affected residents to two low-cost rental apartments located in Marundain North Jakarta and Pulo Gebang in East Jakarta. The requirements for claiming such apartments are having a Jakarta ID card and having had a permanent house in Kalijodo.

This means that Kalijodo sex workers will not be able to claim apartments as they were not, according to Maskur, local residents and did not have permanent homes in the area.

The administration has pledged to take care of the sex workers, by either helping them change profession or returning them home, to prevent them from working in the sex industry in other parts of the city.

Social Affairs Minister Khofifah Indar Parawansah said recently that the government would provide training to sex workers who wanted to change professions. She said each of them would undergo six months of training before being given Rp 5 million (US$373) to start a business.

But, the ministry’s program seems to interest only few workers, Masrokhan said.

Masrokhan said that although the Jakarta Social Affairs Agency had opened the program last week, no-one had come to register so far.

Woman and Man caned in public for being seen in close proximity without being married

Hundreds of people gathered outside a mosque in Indonesia to see a woman scream out in agony after being caned as a punishment for being in 'close proximity' to a man she wasn't married to.

Nur Elita was marched to the yard of Baiturrahumim Mosque in Banda Aceh for violating the region's strict Sharia laws, after she allegedly showed affectionate behaviour to a fellow university student.

Under the law men and women, who are not spouses, are not allowed to get too close due to the the 'khalwat' offence and punishment is by public caning.

After being brought to the stage as the crowd cheered, the woman was forced to kneel down while a masked man repeatedly whipped her with the cane.

She received five lashes and at the end of the punishment could be seen lying on the floor doubled over in pain.

Eventually she was carried off the stage, into an ambulance, and had to be taken to hospital.

Also being caned was the man she was accused of getting too close to and he was forced to stand while being whipped.

Meanwhile four other men were also forced to endure the punishment for gambling, which is also outlawed under Sharia law.

The caning ceremony was carried out in front of the deputy mayor of Banda Aceh Zainal Arifin.

And before the ceremony he warned the crowd that had gathered that the canings were a lesson to everyone.

He said: 'Take these punishements as a lesson. What has been done by these convicts should not be taken as example.

'And I hope their canings today will be the last ever.'

Banda Aceh is the only province in Indonesia to implement Sharia Law, which was first introduced in 2003 following the province’s awarding of special autonomy status.
