Have we underestimated the advancement of the encryption technology?

Both programs WinZip and WinRar use AES (Advanced Encryption Standard) for encryption, when implemented correctly and in conjunction with a long alphanumerical hard to guess passphrase, the AES cipher is impossible to crack in a reasonable amount of time, that means in your lifetime.

Maybe use a common passwords list or reduce the search space by making some guesses. Typically, for such files people won't use punctuations, spaces or capitalizations. That could significantly reduce the search space if you assume that the password is between 3 and 10 characters long.

Use something like rar2john to extract the has and then use john-the-ripper to test out the wordlist/search-pattern. Unfortunately, john-the-ripper won't use CUDA so your NVIDIA GPU won't help much but maybe if you have Ryzen CPU, that could help speed things up with OpenCL.

You can't use hashcat because it does not yet support rar-p encryption which is what this file uses. Your best bet is john-the-ripper and a fast multi-core CPU machine. That will take about a day or two to crunch through a big list such as rockyou.txt. I don't have estimates for using a reduced search space pattern.

If you're absolutely intent to getting this done, consider using an Amazon AWS EC2 session with a large number of cores and let it crunch through it. With some luck, you should get it cracked within a day or two. If it doesn't happen in that time, you probably won't get it cracked.

a relatively "simple" 128 bit encryption can take YEARS to brute force. Its gone over 1,000,000 tries already an no avail.
