The bikes will be another fail policy of the PAP . Despite educating the public on the proper use of such bikes there are still people anyhow leaving the bikes around obstructing pedestrian traffic and a sore eye to the environment . A danger for the old people and kids .

E-scooter rider gets 10 weeks for punching pedestrian who suffered fractures

SINGAPORE - A man flew into a rage after he fell and damaged the strap of his e-scooter while trying to avoid a pedestrian.

Jonathan Mark Tan Wei Wen, 24, demanded compensation from Mr Joshua Shane Ng Cheng Wei, 29, but he refused to pay and instead walked away.

Tan caught up with him and punched his head, causing him to fall. He pinned down Mr Ng and continued hitting his head and face, despite intervention by passers-by.

Mr Ng suffered fractures in his nose and right eye socket.

On Monday (Dec 11), Tan was jailed 10 weeks for the assault.

The court heard that Mr Ng was walking along a zebra crossing near Block 110, Rivervale Walk at about 1am on March 19 when Tan, riding his e-scooter, came from behind and caused Mr Ng to move backwards into his path.

Tan swerved his e-scooter to avoid hitting Mr Ng, but fell and suffered abrasions on his leg.

When he saw that the strap of his e-scooter was damaged, he demanded that Mr Ng compensate him, but the latter walked away.

Tan punched his head, causing him to fall on the ground. He then pinned down the victim using his knee and continued to punch him and demand compensation. Mr Ng tried to escape but was punched several times on the head.

Two passers-by intervened when they saw Mr Ng bleeding in the nose and mouth but Tan continued with his assault.

Mr Ng eventually apologised and said he would pay for the damaged e-scooter. Tan remained at the scene till the police arrived.

A CT scan showed that Mr Ng had fractures on his nose and right eye socket. He had a mildly displaced right nasal bone and nasal septal fracture which did not result in any deformity. His total medical bill was at least $505. Tan had made partial restitution of $250 to him.

Tan's lawyer said that his client had been receiving counselling for anger management issues, and wants to move on with his life.

District Judge Olivia Low allowed Tan to start his sentence on Jan 3. He could have been jailed for up to two years and/or fined up to $5,000 for causing hurt.

I think sooner or later chenghu will step to teach us how to properly use the e scooters . failure which first offenders will be a fined . Repeat offenders will be given fine plus jail time . E scooters ; ebikes and bicycles are alternative modes of transport if only people use common sense when using these equipment .

SINGAPORE - On average, 40 personal mobility device (PMD) users - mainly electric scooter riders - have been caught every month between January and November for riding on the roads.

This is an 18 per cent increase from the monthly average of 34 PMD users caught last year for taking to the streets, the Land Transport Authority (LTA) said, in response to queries from The Straits Times.

"The increase reflects a rising usage of PMDs and a step-up in enforcement efforts," the authority said on Tuesday (Dec 12).

PMDs will come under more regulations when the Active Mobility Act comes into effect. The LTA said on Tuesday that this will happen either later this year or early next year. The Bill was passed in Parliament in January.

With the Active Mobility Act in force, users must ensure that PMDs adhere to certain specifications - a maximum weight of 20kg, a width of no more than 700mm and a top speed of 25kmh.

For reckless riders, the LTA and other agencies, such as the National Parks Board, will be given powers to issue summonses that could result in fines of up to $5,000, or jail terms of up to six months.

The unsafe use of PMDs - which are banned on public roads - has been in the spotlight recently, with the death of a 52-year-old e-scooter user after an accident with a double-decker bus in Kaki Bukit on Nov 30.

Another e-scooter rider, 16, was taken to hospital after an accident with a car in Woodlands on the same day.

A video clip showing an e-scooter rider on the Pan-Island Expressway went viral on social media last month. The man was caught by the LTA and the Traffic Police.

The LTA said that the bulk of the PMDs it has seized are mainly e-scooters, along with some electric skateboards and hoverboards.

The users caught were riding mostly on minor roads, with a "small minority" nabbed for being on major roads and expressways, the LTA added.

Those who use unauthorised vehicles such as e-scooters on roads face a fine of up to $2,000, or a jail term of up to three months, for the first offence.



My comments:

Why so soft? It should be MINIMUM FINE $5,000 and NOT UP TO $2,000. MANDATORY JAIL 3 MONTHS. It is better to fine and jail rather than let them be organ donor.


To deal with the menace, the LTA said it has doubled the number of enforcement officers from 24 in June to more than 50 currently. Its officers are also being equipped with speed guns to catch PMD users speeding on public paths.

"As the active mobility landscape is still evolving, the size of the enforcement team will be reviewed from time to time to correspond to the needs on the ground," an LTA spokesman said.

The authority said it is also working with PMD retailers to practise responsible marketing and to educate buyers on the rules and conduct for PMD use.

Since April last year, LTA has also partnered community volunteers to set up Active Mobility Patrol teams, to raise awareness of safe riding habits and rules.

There are more than 800 volunteers from more than 50 teams.

E-scooter rider taken to hospital after collision with car in Yishun

A passer-by told citizen journalism site Stomp that she saw the e-scooter on the road, in front of a car.

SINGAPORE - A 29-year-old man was taken to hospital after the electric scooter he was on collided with a car in Yishun on Friday night (Dec 15).

The police told The Straits Times that they were alerted to the accident in Yishun Avenue 4, towards Yishun Avenue 1, at 10.16pm on Friday.

"The e-scooter rider, a 29-year-old man, was taken to Khoo Teck Puat Hospital," said a police spokesman.

The Straits Times understands that he suffered back and neck injuries.

The Singapore Civil Defence Force responded to the incident at the same time and took the man to hospital in an ambulance.

A passer-by who gave her name only as Catherine told citizen journalism site Stomp that she saw the e-scooter on the road, in front of a car.

The crash caused congestion, with a line of buses forming at the accident scene.

Registration for e-scooters part of review of code of conduct for PMDs

SINGAPORE — There may be a case for e-scooters to also be registered, said Transport Minister Khaw Boon Wan in Parliament on Monday (Jan 8), as he gave an update on the number of reported accidents involving pedestrians and personal mobility devices (PMDs) on footpaths and walkways.

From January to September last year, there were 30 such cases, said Mr Khaw, in response to Member of Parliament (Jurong GRC) Tan Wu Meng. In total, there were 90 accidents involving PMDs in the first six months of the same year, with the bulk taking place on roads, Mr Khaw had said in October.

“I don’t think we should be registering all scooters or all bicycles, but I think those which are power-assisted, and therefore potentially can incur greater harm, there may be a case for some sort of registration,” Mr Khaw said.

Advisory panel recommends registration for all e-scooters

SINGAPORE: E-scooter riders may soon have to register their personal mobility devices, should the Government accept a proposal put forward by the Active Mobility Advisory Panel (AMAP).

The aim is to increase user responsibility and facilitate enforcement against errant riders, said panel chairman Associate Professor Muhammad Faishal Ibrahim in a Facebook post on Thursday (Feb 22).

"After careful deliberation, the AMAP panel has submitted our recommendation to MOT (Ministry of Transport) to put in place a registration requirement for all e-scooters," he wrote.

Dr Faishal added that the some members of the panel have observed an increasing number of e-scooter riders travelling in an inconsiderate and reckless manner.

"This is something we are very concerned about. We cannot allow these errant riders to cause harm and compromise the safety of other path and road users," he said.

The 14-member panel had previously suggested that all e-bikes be registered. The recommendation was made in March 2016, accepted by the Government a month later and the registration process started in August 2017.

Even as new rules are being proposed for e-scooters, Dr Faishal said the panel is "encouraged" to see more people cycling and using personal mobility devices to get around", noting that most of them are riding safely on public paths.

"We should continue to encourage such positive behaviour going forward," Dr Faishal said.

SINGAPORE — The authorities are expanding mandatory registration for Personal Mobility Devices (PMDs) to include electric scooters, a month after tough new regulations kicked in against unregistered or non-compliant electric bicycles.

Owners of e-scooters have to register from the second half of this year, and paste identification stickers prominently on the devices.

Additionally, they must ensure that the e-scooters meet existing regulations under the Active Mobility Act: A maximum speed of 25km/h on cycling and shared paths in park connectors, a maximum unladen weight not exceeding 20 kg, and a width no more than 700mm.

Senior Minister of State for Transport Lam Pin Min unveiled the new regulations in Parliament on Wednesday (March 7) as he announced the Government’s decision to accept the Active Mobility Advisory Panel’s suggestion to introduce mandatory registration for e-scooters.

SINGAPORE — Some businesses have expressed concern over the authorities’ plan to register electric scooters, noting how an earlier move to register e-bicycles led to a drop in demand.

E-scooter users wondered if the requirement unfairly penalised responsible riders.

Senior Minister of State for Transport Lam Pin Min announced the new regulations in Parliament at his ministry’s Committee of Supply debate on Wednesday (March 7).
