Yes, it is a disappointment that Singaporean ladies are not taught since young to wear. I asked around and PRC/Korea/Japan/Taiwan and they mentioned that they feel "naked" if not wearing when going out especially to office. Plus most will be wearing heels and pantyhose serves as a cushion against bare legs while walking.
In Singapore, first thing they said is "too hot". For most of them would be going to work in air con MRT/busses as well as air con environment in office, I felt the weather is just a lousy excuse for being lazy to wear. It ended up only old ladies and milf who are wearing it sometimes and most will go cheap and not wearing quality hosiery. So it is a rare sight to see ladies wearing locally, not to mention if they have a pair of quality hose in their drawers. Majority don't.

Maybe they're just lazy with the laundry part. I recall when I was working temp many years back, I overheard a conversation between 2 female colleagues (the younger was the one who made this comment about the trouble of having to wash them).
On the other hand, those who hose up are probably more "polite" in this aspect, or have a certain dress sense of keeping their legs looking smooth and silky.

I am not sure about laundry part where you can put inside a laundry bag and wash. Decent quality ones won't stretch but lousy quality will.
Maybe it is the cost of owning a pair of hose because if they run, then is down the drain. It is like paying $10 then when you wear first time run.
Also most ladies don't know much about hose like they do in diamonds. Mention the word denier and they will like 'huh'. In Singapore, ideal denier is 8-10. 15 a bit too thick. Most of the hose for sale is 15 and above and the lower denier cost more because they are brands like Calvin klein. There are many other brands out there.
Also not all brands are comfortable as some are free sizes if not most for sale. This is where they start to get stretched after couple of washes
