My kakis told me oso that many vehicles not registry and coming into JB not have to pay as they are too busy to bother during heavy traffic. But it is a different story if you drive in during the period when there are few vehicles eg middle of the night..... then they will ask you to pay the entry fee even if your vehicle is not registry. This money is for their breakfast makan
